The TECB will provide reimbursement funding of up to $50,000 each for reimbursement of logging recorders, generators, and/or UPS by Districts (ECDs) purchased on or after July 1, 2003 as follows:
CLICK HERE for details · The ECD must submit their request via mail, email or fax to the Executive Director of the TECB, listing specifically each item purchased or to be purchased, justification for the purchase (e.g., need for larger system, replacement of outdated technology, etc.), and the cost thereof.
The Executive Director will review all requests and either approve or reject them. Appeals of rejections may be presented to the TECB members at the next scheduled meeting. Requests for appeal must be received no later than two (2) weeks prior to a board meeting to be considered during that meeting.
Upon approval by the Executive Director, the ECD must submit original invoices) to the TECB arising from the purchase of the logging recorders, and/or generators, and/or UPS. (The Department of Finance and Administration will not accept copies of quotes or purchase orders.)
A "Request For Reimbursement of Recurring and NonRecurring Costs for Implementation for E911" certification form (attached hereto as Attachment A) must be submitted with each invoice. · The request for reimbursement should be classified as "Other" costs, and should include an description of the item for which reimbursement is sought.
In addition to the TECB certification form, the District must submit a certification from the vendor (Attachment B) that the equipment or system meets the standards set forth in this document in Attachments C and/or D. The purpose of this requirement is to assure that the vendor is providing Tennessee PSAPs with a product that will provide the level of service required. If the original installation vendor does not currently service the system reimbursement is being requested for, the ECD may request the Director of Technical Services for the TECB to make the certification.
Please allow approximately 46 weeks from the time the TECB receives the reimbursement request to the funds' disbursement by ACH into the ECD's bank account.
Minimum Requirements - Logging Recorders
- Be equipped with a sufficient number of channels to support existing requirements plus 50% growth
- Utilize an open architecture that is a nonproprietary PC platform
- Have inboard storage capacity to provide for 24 hours of storage of all channels recorded plus 50% spare capacity
- Have recording inputs for standard analog, ISDN basic or primary rate interface, T1, and include interconnectivity with radio (conventional and trunked), telephone, microphone, headset, and ANI/ALI data from E911 controller via appropriate data connection
- Utilize DVDRAM Optical Disks for archiving
- Utilize modular architecture for system expansion and upgrades · Be equipped with mirrored storage for redundancy and reliability
- Be equipped with hotswappable power supplies and fans
- Capable of searching by radio channel, talk group, trunk, telecommunicator position, time of day, caller data from ALI display (if utilized) as a minimum
- Provide self test, error log, and other system diagnostics
- Have input for external time sync (RS485, RS232, and IRIGB)
